Announcements & Updates

March 2, 2016 A summary report of the nutrient and flow sampling conducted on Ashley, Idaho, and Truman creeks in 2015 is available in Table 3 on the Nutrient TMDLs page. As a result of the 2015 sampling, it was found that additional investigation into nutrient sources is still needed and additional monitoring is taking place this year. An updated sampling and analysis plan that details the 2016 sampling is also contained in Table 3 on the Nutrient TMDLs page. 
June 9, 2015 The presentations from the June 4 advisory group meeting in Kalispell have been posted in the "Meetings & Presentations" table below. The sampling and analysis plan and summary report for the PCB and mercury monitoring that took place in 2014 is available in Table 5 of the Project Overview page. The proposed sampling and analysis plans for additional nutrient monitoring on Ashley Creek can be found in Table 3 of the Nutrient page.
June 1, 2015 A meeting is being held at the FWP Regional Office in Kalispell on Thursday, June 4 at 1:30 p.m. to discuss the results of last year's PCB and mercury monitoring that occurred throughout the watershed, an alternate approach to TMDL development for the Whitefish River, and nutrient monitoring plans for Ashley Creek. Presentations will be posted after the meeting.

Meeting notifications, presentations, and technical documents related to this project will be posted on the new Flathead Lake Nutrient Standards page. Future notifications and information about the standards development will not be contained on this page.

March 9, 2015 A kick-off meeting to discuss the process for the potential development of nutrient water quality standards for Flathead Lake will be held at 1:30 p.m. on April 13, 2015 in the conference room of the Fish, Wildlife & Parks Regional Office in Kalispell. Additional details will be posted prior to the meeting. 
February 18, 2015

The sediment water quality assessment reports for Flathead Lake and Whitefish Lake are available on the Sediment & Temperature TMDLs page in Table 2. These two reports support the determinations that neither lake is impaired for sediment. 

 

An advisory group meeting is being planned for this spring to present the results of last year's PCB and mercury sampling, and also to discuss plans for future monitoring on Ashley Creek in order to better understand the sources of nutrients in the area around and upstream of Smith Lake. A separate meeting is being planned for April to discuss the process for the potential development of nutrient water quality standards for Flathead Lake. 

 

A watershed restoration plan developed by the Flathead Lakers has been approved by DEQ. Additionally, the Flathead Lakers will be receiving funding from DEQ to implement riparian restoration projects along a portion of Ashley Creek and Flathead Lake. 
January 8, 2015 EPA approved the  "Flathead - Stillwater Planning Area Nutrient, Sediment, and Temperature TMDLs and Water Quality Improvement Plan" on December 17, 2014. The final document will not be available for a few months. A notice will be posted when the document is available on DEQ's TMDL webpage.

The draft Flathead Lake watershed model report is available for advisory group review through January 31, 2015 (until 12 a.m. February 1). The report and information on submitting comments can be found in Table 5 on the Nutrients page.

 

The public comment period for the draft "Flathead - Stillwater Planning Area Nutrient, Sediment, and Temperature TMDLs and Water Quality Improvement Plan" closed today. DEQ and the EPA Montana Operations Office are in the process of preparing the document for submittal to EPA in Denver for approval. Advisory group members will be notified by email when the final document is available on DEQ's TMDL webpage, which is anticipated to be in early 2015. Responses to public comments will be contained in Appendix F of the document.

The draft "Flathead - Stillwater Planning Area Nutrient, Sediment, and Temperature TMDLs and Water Quality Improvement Plan" will be available for public comment from Friday, October 10, 2014 until 5 p.m. Wednesday, November 12, 2014. The draft document and information on submitting comments can be found on DEQ's website at: http://deq.mt.gov/pubcom.mcpx. Copies of the document will also be available at the Big Fork, Columbia Falls, Kalispell, Missoula, Polson, and Whitefish public libraries.

 

A public informational meeting will be held at 6 p.m. Thursday, October 30, 2014 in Ballroom A of the Red Lion Hotel in Kalispell. Project staff will give a presentation discussing the contents of the document and will answer questions. See the press release for additional details.

The draft nutrient TMDLs for Ashley and Spring creeks, sediment TMDLs for tributaries, temperature TMDLs for Ashley Creek and the Whitefish River, and associated appendices are available on the Flathead Draft TMDL Document page for advisory group review and comment. August 18, 2014 A watershed advisory group meeting will be held Thursday, September 11 at 1 p.m. in the conference room of the Montana Fish, Wildlife & Parks Office in Kalispell (490 N. Meridian Rd). DEQ and EPA will present and discuss the draft nutrient, sediment, and temperature TMDLs and allocations. A table of the TMDLs being written can be found on the Project Overview page. Advisory group members will be notified by email as additional sections of the document are posted on the Flathead Draft TMDL Document page. All of the draft TMDLs will be available for review prior to the meeting.

project update is available with information on the status of: the nutrient model, water quality standards for Flathead Lake, and the sediment and temperature TMDLs. A summary table of pollutant impairment statuses is also available. The table identifies for each pollutant whether a TMDL will be written, if a water quality assessment is still underway, if it will be delisted, or if additional monitoring is needed for pollutants that will be addressed after 2014.

 

The next watershed advisory group meeting will be held early next year, where we will discuss pollutant impairment statuses and project updates.

October 30, 2013 Nutrient water quality data collected this past summer on Fish, Haskill, and Sheppard Creeks, and at the Creston Fish Hatchery is available on the Nutrients page. DEQ recently conducted assessments for these streams and impairment status information has been updated in Table 2 on the Nutrients page.

July 18, 2013 Nutrient sampling is occurring this week on Fish and Sheppard Creeks and at the Creston Fish Hatchery outfall. Another round of nutrient sampling is planned for late August. The sampling and analysis plan details site locations and parameters being collected.

The presentation from the January 30 WAG meeting is posted below. A slide was added to the end of the presentation to show the results of the metals impairment determinations. A presentation on a sediment source assessment of the Stillwater River was not given at the meeting, but will be given at the next WAG meeting (meeting date has not been scheduled).

 

The next TAG meeting is anticipated to be held in March where the phase 1 model results will be presented and the phase 2 approach discussed. Phase 1 modelng includes the Upper Flathead and Swan watersheds.

Click on "Results Download" and use "Option D" to download the data by HUC (hydrologic unit code). Enter your zip code in the box at the above link to find the applicable HUC codes. The data will be returned to you as a text file that you will need to import into MS Excel or MS Access to view. You may also contact Christina Staten at cstaten@mt.gov if you would like the data emailed to you.

August 22, 2012 Update on water quality sampling activities in the Flathead-Stillwater TMDL Planning Area: High-flow metals sampling occurred in May. Low-flow nutrients and metals sampling occurred in July and mid August. A final round of sampling is planned for September.
June 27, 2012 DEQ is conducting nutrients and metals water quality sampling in the Flathead-Stillwater TMDL Planning Area this summer. The sampling and analysis plan detailing sampling locations and objectives has been posted on the Nutrient TMDLs page.

The draft QAPP for the Flathead Lake watershed water quality model has been posted on the Nutrient TMDLs page. Representatives from Tetra Tech, Inc. will be at the February 21 technical advisory group meeting to discuss technical details of the model. If you plan to attend this meeting, please review the QAPP ahead of time and come prepared to discuss the modeling approach. The meeting is anticipated to last 2 - 4 hours. All are welcome to attend, however questions and topics outside the scope of this meeting will need to wait for future watershed advisory group meetings.

Description of the Flathead TMDL Advisory Groups & Public Involvement

This TMDL (total maximum daily load) project is a joint effort between the U.S. Environmental Protection Agency (EPA) and the Montana Department of Environmental Quality (DEQ). The scope of the project includes nutrient, sediment, and temperature TMDLs in the Flathead Lake Watershed. The below table contains the main EPA and DEQ project contacts and their role in the project.

Stakeholder Participation

Montana state law (75-5-703 & 704) requires DEQ to consult with local conservation districts and to request participation of individuals of applicable interest groups to work in an advisory capacity to DEQ and the conservation districts during the development of TMDLs. As such, DEQ and EPA are forming a watershed advisory group (WAG) for the Flathead TMDL project. Additionally, a technical advisory group (TAG) and a modeling advisory group (MAG) are also being formed.

 

The goal is to maintain a manageable and efficient feedback process by selecting a limited number of advisory group members who can represent their applicable interest group by attending meetings, reviewing provided information, disseminating information to the group of people that they represent, and subsequently obtaining feedback that can be passed on to DEQ and EPA project staff.

 

A description of each advisory group is given below. Information on opportunities for public involvement in this project is also provided. All advisory group members participate at their discretion.

 

Flathead TMDL Watershed Advisory Group (WAG)

Representatives of the Flathead, Lake, and Missoula conservation districts and applicable interest groups have been invited to participate in this project. Meetings and other forms of interaction will be pursued by DEQ and EPA when appropriate to obtain timely WAG advice and comments. Comment opportunities will be obtained from this group at varying stages of TMDL development, including opportunities for review of the TMDL draft document prior to the public comment period.

 

The WAG does not have TMDL decision making authority; therefore, there is no need for a WAG chairman or similar formalities. The DEQ Project Coordinator, Christina Staten, is responsible for WAG formation and is the primary contact regarding WAG meeting coordination.

 

Flathead TMDL Technical Advisory Group (TAG)

The TAG will be comprised of individuals with intimate knowledge about scientific issues, processes, and sampling design, as well as familiarity with the Flathead Basin. Individuals may include representatives from state and federal agencies, local resource professionals, or members of local government. The TAG provides technical advice and comment during TMDL development for components such as TMDL target values, water quality assessments, and source assessments. DEQ and EPA maintain responsibility for technical decisions applied toward TMDL development.

 

The Project Coordinator, Christina Staten, and the Project Mangers will work together to coordinate all TAG interactions and meetings during TMDL development. Assistance may also be provided by local conservation districts. There may be some variances of TAG members for each pollutant category (nutrients, sediment, and temperature).

 

Flathead Modeling Advisory Group (MAG)

This advisory group will be managed by the EPA Project Manager, Jason Gildea, and will be formed solely to provide input on the technical aspects of the LSPC model for this project.

 

Interested Parties

Interested parties are those that request to be informed of and/or involved in the TMDL process. The Flathead Project Coordinator, Christina Staten, will add interested parties to a distribution list to be kept informed of public meetings regarding the Flathead TMDLs. Interested parties will receive general updates on the Flathead TMDLs, to be kept aware of project progress and completion of the Flathead TMDL document.

 

Anyone interested in the Flathead TMDLs may request to be added to the interested parties list by contacting the Project Coordinator or Project Managers.

 

 

How Information will be Disseminated

DEQ and EPA will maintain contact with advisory group members and keep interested parties apprised of project status via email, meetings, and on this website. Meetings held to provide updates on TMDL progress, the results of project milestones, and to address questions will include CD members and members of advisory groups. Notices for general meetings will be sent to all members and will also be posted on this  website. Some meetings may be held solely to discuss technical components of the TMDLs and therefore may only include the TAG, or portions of the TAG depending on the subject matter. CD representatives will be copied on all TAG meeting notices. Meetings to discuss modeling components may only include members of the MAG.

 

For all TMDLs developed, a public meeting will be held during the public comment period. All advisory group members, CD representatives, and known interested parties will be notified of these meetings. Public notices will also be posted in local newspapers, on the DEQ website, and on the Flathead TMDL project website.
